The National Development Authority (NDC) recently unveiled a draft implementation package for the Taoyuan-Hsinchu-Miaoli Silicon Valley Promotion Plan proposed by Lai Qingde, the next president of the ruling Democratic Progressive Party (DPP), during the 2024 presidential term. election. This initiative aims to strengthen the semiconductor industry cluster in Hsinchu Science Park.
At a recent cabinet meeting, the NDC highlighted the benefits of comprehensive supply chains and international logistics in the Taoyuan, Hsinchu and Miaoli regions. These areas also benefit from rich research and innovation resources from industry, government agencies, and the academic sector. The implementation of the Taoyuan-Hsinchu-Miaoli Silicon Valley Promotion Plan will create job opportunities, increase wages, promote balanced regional development, and encourage broader participation in the benefits of national economic growth. It is expected that this will be secured.
The driving force behind the ambitious “Silicon Valley” project is global competition in chip manufacturing by countries such as Japan, the United States and Germany, among others. To maintain Taiwan’s semiconductor leadership, it is important to address challenges such as land scarcity, power supply, and water resources. As land in industrial parks in the Hsinchu region reaches saturation, the government aims to combine available space in Taoyuan in the north and Miaoli in the south into an integrated plan. This integration will facilitate land and resource expansion for the technology industry and sustain business investment in Taiwan.
To deter land speculation and ensure effective development, the NDC and relevant government agencies have chosen not to reveal specific land boundaries at this stage. Instead, it emphasizes expanding the scope of industrial park development and having the Executive Yuan regularly monitor progress. To address critical water resource needs, the plan includes raising the height of Baoshan Second Reservoir and increasing the height of Taoyuan and Hsinchu, along with the construction of the Bade Booster Station to enhance water supply to the region. This includes building a water recycling plant.
In terms of transportation infrastructure, the Silicon Valley project aims to build new expressways, such as the Meilong Expressway (from Yangmei to Longtan) and the Banlong Expressway (from Banqiao to Longtan). In addition, the expressway interchange and surrounding transportation network enhancements will complement the existing Taoyuan Railway and Hsinchu Railway systems, providing a seamless transportation network for the “Silicon Valley” region.
