The National Science Foundation is seeking information on spectral research and development to help the White House develop a national plan.

NSF, in collaboration with the Networking and Information Technology Research and Development (NITRD) National Coordinating Office (NCO), issues requests for information on behalf of the White House Office of Science and Technology Policy to advance the nation’s development and innovation areas. did. According to the notification, Spectral Research and Development Plan.

The agencies are seeking public comment on the research and development plan, which will “serve as a national document, provide guidance and provide valuable insight into government investment in spectrum-related research.” According to the notification, the plan aims to identify “key innovation areas” in research and development and provide a process to consistently strengthen those areas.

“The RFI is intended to solicit public input on the plan,” an NSF spokesperson said in an email to FedScoop. “NSF plays an active role in both NITRD and spectrum research through efforts such as NSF’s Spectrum Innovation Initiative, and we will support NITRD’s efforts to develop the plan.”

The request is part of President Joe Biden’s November 2023 memorandum on modernizing U.S. spectrum policy and establishing a national spectrum strategy.

The requested information stated that “spectral research should be conducted in a manner that minimizes unnecessary duplication, ensures that all important spectral research areas are fully explored, and achieves measurable advances in cutting-edge spectral science and engineering.” Contains recommendations on strategies for implementing

Specific “priority areas” listed in the notice include spectrum utilization efficiency, dynamic spectrum access and management, and automated and rapid mitigation of interference issues.

NITRD’s Wireless Spectrum Research and Development Interagency Working Group (WSRD IWG) has been tasked by OSTP with drafting and coordinating the research and development plan, which the request for information says will be released in “second half of 2024.” It’s planned.
