A total of six people, including former UT Adviser Dharam Pal, have applied for the post of Principal Commissioner in the Chandigarh Rights Services Commission (CRSC).
The post fell vacant on December 12 after Arun Kumar, a retired 1989 Haryana cadre IAS officer, resigned after being appointed as chairman, Real Estate Regulatory Authority (RERA), Gurugram chapter.
The deadline for applications for this post was January 17th.
Besides Dharam Pal, a 1988 batch IAS officer of AGMUT cadre, two more IAS officers have contested the elections — A Venu Prasad, a 1991 batch Punjab cadre officer and Mahavir Singh, a 1989 batch Haryana cadre officer.
Former Punjab Military Service Commissioner Pankaj Kumar and retired Lt. General Surinder Singh Mahal have also joined the fray.
Before Arun Kumar’s appointment in October, the top post of the RTS Commission had been vacant since March 21, 2023, when former chairman KK Jindal retired. The post had been held by Dharam Pal, who is due to retire on October 31, 2023.
On August 14, 2017, the Union Ministry of Home Affairs extended the Punjab Right to Services Act, 2011 and the Punjab Right to Services (Amendment) Act, 2014 to the union territory of Chandigarh.
The law also aims to reduce corruption and increase transparency and accountability among government officials while ensuring time-bound delivery of services to the people.
The UT administration, while inviting applications for the top post of the RTS panel in July 2023, has changed the post of ‘Commissioner’ to ‘Chief Commissioner of CRSC’ as per the conditions contained in Sections 13 and 15 of the Act.
Notably, under Section 13(3) of the Act, the “Commissioner” shall be a retired officer of the Government of Punjab holding the rank and rank of Secretary or a person of equivalent rank and rank in any of the services of the State, which may include an All India Service officer from the Punjab cadre and/or an expert in the field of public administration or e-governance having at least twenty years’ educational or managerial experience, or any other eminent public person to be selected from among such persons.
