NEW DELHI: The government is in trouble after one of the top candidates for the post of the next Director General of Coast Guard (DG) has filed an appeal in the Delhi High Court against the defense ministry’s new promotion policy for Director General of the Coast Guard. I’m depressed.
The Ministry of Defense (MoD) will file a reply through an affidavit in court to the petition filed by Additional Director General (ADG) West Coast Rajan Balgotra, official sources announced on Tuesday.
The incident comes as a committee headed by Defense Secretary Ajay Kumar is finalizing the list of replacements for current Coast Guard chief Krishnaswami Natarajan, who is retiring at the end of December.
The two senior officers in the Coast Guard on paper are Balgotra and DS Pathania, both of whom are based at the headquarters in New Delhi. They have completed the required one year as ADG.
A Navy vice-admiral-level officer is currently serving as DG of the Coast Guard, the smallest of the four armed services under the Ministry of Defense. In recent years, however, more senior Coast Guard officials have risen to top posts.
In his petition, Mr. Balgotra challenged the Ministry of Defense’s new policy of requiring Annual Confidential Reports (ACR) for the past five years of candidates to be considered for promotion. The policy of considering five years of ACR is standard in the civil service, where only seniority is considered, but not in the military, the petition claims. The controversy comes shortly after the Department of Defense conducted an investigation into allegations of record falsification at the promotion board for selection for the Coast Guard’s second-highest rank.
