The war in Ukraine triggered a significant increase in humanitarian needs due to the mass exodus of internally displaced persons and refugees. As of the end of February 2024, 5,982,900 refugees from Ukraine have been recorded across Europe, and 5,688,000 people are registered in asylum, temporary protection or similar national protection systems. As of the end of December 2023, 3.7 million people were internally displaced in Ukraine.
Preliminary findings of a recent UNHCR study “Living on Hold: Intentions and Perspectives of Refugees, Refugee Returnees and Internally Displaced Persons from Ukraine” show that the majority of Ukrainian refugees (65%) and internally displaced persons (72%) was the subject of the investigation. He still expresses a desire to return to Ukraine someday.
Nevertheless, this proportion has decreased noticeably, with more people expressing uncertainty about their future plans. Specifically, the percentage of Ukrainian refugees intending to return to Ukraine has decreased from 77 percent to 65 percent over the past year. Similarly, the proportion of internally displaced persons seeking to return has decreased from 84% to 72%. Respondents reported that the main barriers to return included the security situation in the area of return, along with concerns about access to livelihoods and housing.
