Tusk also accused Russian President Vladimir Putin of trying to link the terrorist attack on Moscow’s Crocus City Hall to Ukraine without evidence.
“Clearly we feel the need to justify increasingly violent attacks against civilian targets in Ukraine,” Tusk said.
