NASA Announces Research Opportunities in Space and Earth Sciences (ROSES)-2024

NASA’s Science Mission Directorate (SMD) releases Space and Earth Science Research Opportunities (ROSES) 2024, an annual omnibus solicitation for basic and applied research, as NNH24ZDA001N at http://solicitation.nasaprs.com/ROSES2024 Did.

ROSES is an omnibus recruitment, with many separate program elements, each with its own closing date and topic. Tables 2 and 3 of this NRA are posted at https://solicitation.nasaprs.com/ROSES2024table2 and https://soliciliation.nasaprs.com/ROSES2024table3, respectively, and provide hypertext links to proposal deadlines and explanations. ROSESNRA may result in grants, cooperative agreements, and inter- or intra-agency transfers depending on the nature of the proposed work, the proposed organization, and/or program requirements. At the time of ROSES release, all awards to nongovernmental organizations will be federal aid awards, and most program elements of ROSES are expected to designate grants. Unless specifically authorized by a specific program element, ROSES will not award contracts as they are not appropriate to the nature of the work requested.

Unless otherwise specified, all types of organizations, domestic and international, government and private, for-profit and not-for-profit, are welcome to submit proposals without restrictions on teaming, except in China (see section III.c of the ROSES call summary). can. Arrangements. Please note that it is NASA policy that all research involving non-U.S. organizations is conducted without an exchange of funds.

Award amounts range from less than $100,000 per year for focused, narrow efforts (such as data analysis) to more than $1 million per year for broad-based activities (such as developing scientific experiments or flight hardware) It covers a wide range of things. Performance periods are typically three years, although some programs allow up to five years, while others specify a shorter period.

Available funding and expected number of awards are indicated for each program element and range from less than $1 to millions of dollars, and you can choose from a few to up to dozens of proposals.

Electronic submissions of proposals must be made by the respective deadlines for each program element and must be submitted by an authorized official of the proposing organization. Electronic proposals can be submitted via the NASA Proposal Data System NSPIRES or Grants.gov.

All organizations wishing to submit proposals in response to ROSES-2024 must register with NSPIRES. In addition to registering with NSPIRES, organizations that plan to submit proposals via Grants.gov must also register with Grants.gov. Such registrations must identify an authorized organizational representative (AOR) to submit electronic proposals. Regardless of the submission system, all members of the proposal team must be registered with NSPIRES, so we may automatically perform organizational conflict of interest checks on reviewers. Potential proposers and proposing organizations are encouraged to access the system well in advance of the proposal deadline of interest to understand the structure of the system and enter the requested information.

Notices of intent to propose and Step 1 proposals are due March 27, 2024, and full (Step 2) proposals are due May 14, 2024. See Table 2 and Table 3.

Potential proposers are strongly encouraged to read Section I(d) of the ROSES Solicitation Summary and ROSES-24 FAQ#1, which lists significant changes leading up to ROSES.

(1) Subscribe to the SMD mailing list (log in to http://nspires.nasaprs.com/ and check the appropriate boxes under “Account Management” and “Email Subscriptions”).
